The most significant change affects the substantial improvement test for properties in rural QOZs. Effective July 4, 2025, the required improvement threshold dropped from 100% to just 50% of the property's adjusted basis within the 30-month testing period. The IRS has identified 3,309 QOZ census tracts as qualifying rural areas using 2020 Census data. If your property is located in one of these designated tracts, you need to reassess your improvement calculations and potentially amend previous determinations.
